In person meeting: The Board meeting will be open to in-person attendance.
Zoom meeting: The Board proceedings are available via Zoom and you may participate in Public Comment by using the “raise hand” function. Per Government Code Section 54953 authorizes local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public. Members of the public are encouraged to observe and participate in the teleconference
Notice of Hybrid Meeting: The Board is making the meeting available by Zoom and teleconference for those who cannot attend in person. Zoom provides a teleconference dial-in phone number for every videoconference meeting for those who want to participate by telephone only. Citizens with items before the board should be personally present to ensure they will have an opportunity to comment on or present their items of concern to the Board. The unexpected loss of connection to the video or teleconference will result in at least a one (1) hour recess to try to restore the service. The Board may convene in Closed Session during this period.

Health and Human Services: Approve Certificates of Compliance for California Department of Veterans Affairs for Subvention Program and Medi-Cal Cost Avoidance Program for fiscal year 2026-2027, and authorize Chair to execute.

Board of Supervisors: Approve presenting certificates of recognition to the participants, coaches, and organization of the 2026 Special Olympics Northern California Division.

Administrative Services: Approve release of request for proposals for Yuba County Jail Ceiling Restoration Project, and authorize Administrative Services’ staff to distribute.

County Administrator: Approve agreement with Yuba Sutter Legal Center for small claims advisor services, for the term of September 12, 2026, through September 12, 2029, and authorize Chair to execute.

Clerk of the Board: Approve appointment of Wakita Wilson to Child Care Planning Council of Yuba and Sutter Counties as a Child Care Provider Representative to a term ending September 30, 2028.

Auditor/Controller: Adopt resolution fixing the general countywide property tax rates for fiscal year 2026-2027.

Auditor/Controller: Adopt resolution fixing special tax rates for School District and Special District indebtedness for fiscal year 2026-2027.

Community Development and Services: Adopt resolution authorizing Public Works Director, or designee, to submit applications to Sacramento Area Council of Governments (SACOG) for 2026 Grant Funding Federal Cycle for the Fleming Way Bike/Ped Safety Project.

Auditor\Controller: Adopt resolution authorizing hire of a retired annuitant at an index rate of 1.30 for Accountant-Auditor II position with exception to 180 day wait period pursuant to Government Code §7522.56 and §21224.

Community Development and Services: Award contract to the apparent low, responsive, and responsible bidder, Lamon Construction Co., Inc., for the Emergency Culvert Replacement Project 2026, and authorize Chair to execute, upon review and approval of County Counsel and Risk Management.

Board of Supervisors: Approve appointments of Nicole McLendon and Tassa Marcelli to the In Home Supportive Services Advisory Committee as Representatives, with a term ending September 8, 2028.

Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors.

Board of Supervisors: Approve expenditure receipts of District Three (3) discretionary funds for fiscal year 2025-26 for 530 Recovery and Everything Offroad, Inc., on District Priority Fund Final Report. (Five minute estimate)

Community Development and Services: Adopt resolution authorizing Community Development and Services Director, or designee, to apply to the California Department of Housing and Community Development for the Prohousing Designation Program (PDP), and to execute any and all related documents, upon review and approval of County Counsel. County Administrator: Public Hearing - Hold Public hearing and receive presentation from the County Administrator's Office on the Adopted Budget for Fiscal Year 2026-2027; Approve Fiscal Year 2026-27 Adopted Budget in the amounts of: Total Operating Funds (en masse) $411,031,247; Airport Enterprise Funds $1,035,910; Contribution to Law Enforcement Stabilization Fund $2,000,000; Contribution to Economic Uncertainty $4,400,000; Contribution to PARS 115 Trust $500,000; Contribution to Reserves $1,000,000; Contribution to Contingency $2,900,000; Contribution to Capital Projects Fund $4,039,904; Contribution to PC Replace Fund $250,000; and Total Internal Services Funds $49,204,215.; Adopt resolution adopting the Budget for Fiscal Year 2025-27. Board of Supervisors: Approve District Two (2) Discretionary Public Funds to Rotary Club of Marysville in the amount of $1150 for the Community Sodbuster Dinner\Dance Event which is a major fundraiser that kicks off the Marysville Stampede, and these funds are re-invested back into Marysville and surrounding communities, through community events, projects and local scholarships which serve the entire Yuba County community. (Five minute estimate)
