In person meeting: The Board meeting will be open to in-person attendance.
Zoom meeting: The Board proceedings are available via Zoom and you may participate in Public Comment by using the “raise hand” function. Per Government Code Section 54953 authorizes local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public. Members of the public are encouraged to observe and participate in the teleconference.
Notice of Hybrid Meeting: The Board is making the meeting available by Zoom and teleconference for those who cannot attend in person. Zoom provides a teleconference dial-in phone number for every videoconference meeting for those who want to participate by telephone only. Citizens with items before the board should be personally present to ensure they will have an opportunity to comment on or present their items of concern to the Board. The unexpected loss of connection to the video or teleconference will result in at least a one (1) hour recess to try to restore the service. The Board may convene in Closed Session during this period.

Human Resources: Adopt resolutions repealing and reenacting Resolutions No. 2024-058, 2024-059, 2024-061, and 2024-062 to amend the Compensation and Benefits Summaries for Unrepresented Miscellaneous Management, Confidential, and Safety Management Units, and Elected Officials to clarify longevity pay eligibility and calculation, and reflect the transition to biweekly payroll cycle; and adopt side letters of agreement with represented bargaining units confirming the County’s longstanding longevity pay practice during the CalPERS audit period.

Human Resources: Approve amendment No. 1 to the professional services agreement with Sability for the County’s bi-weekly payroll frequency project, and authorize Chair to execute.

Human Resources: Approve contract agreement with Fiduciary Consulting Group, a business within Morgan Stanley Institutional Investment Advisors LLC., to provide consulting services for the County's 457(b), 401(a), and Retiree Health Savings (RHS) retirement plans services, and authorize Chair to execute.

Community Development and Services: Adopt resolution authorizing submission of an application to the Yuba Local Agency Formation Commission (LAFCO) for the dissolution of County Service Area 55, and requesting consideration of a waiver or reduction of applicable processing fees.

Community Development and Services: Approve amendment No. 1 to the professional services agreement with David Taussig and Associates, Inc. dba DTA, for additional consulting services, and authorize Chair to execute.

Community Development and Services: Approve professional services agreement with Wood Rodgers, Inc. for the Simpson Lane Bridge - Rehabilitation versus Replacement Feasibility Study, and authorize Chair to execute.

Community Development and Services: Adopt resolution confirming the report of delinquent solid waste charges, and order of assessment to be placed on the property tax roll for fiscal year 2026-27.

Community Development and Services: Approve plans, specifications, and estimate for the Emergency Culvert Replacement Project, and authorize advertisement of bids.

Community Development and Services: Approve application for floodplain development variance for detached, 2-car garage planned at 1063 Laurel Ave, Olivehurst, CA, APN 020-241-005, per Yuba County Ordinance Code 10.30.090.

Health and Human Services: Approve amendment No.2 to the agreement Children’s Home Society of California, for stage l child care services for the California Work Opportunity and Responsibility to Kids (CalWORKs) program; and authorize Chair to execute.

Health and Human Services: Approve memorandum of understanding Yuba County Office of Education for educational support services for the Dependent Youth program, for the term of July 1, 2026 through June 30, 2029 and authorize Chair to execute.

Health and Human Services: Approve memorandum of understanding with Yuba Community College District, to provide academic and career counseling services to Welfare to Work participants, for the term of July 1, 2026 through June 30, 2029, and authorize the Chair to execute.

Board of Supervisors: Approve request from City of Wheatland to consolidate the City's General Municipal Election with the November 3, 2026, statewide general election, pursuant to Elections Code §10400 through § 10418.

Board of Supervisors: Approve request from Plumas Lake Elementary School District ordering a school bond election, enclosing Resolution No. 25-17 with corrections reflected in Exhibits A and B, to consolidate the election with the statewide general election on November 3, 2026, pursuant to Elections Code § 10403.

Clerk of the Board of Supervisors: Adopt resolution continuing the existence of the local emergency related to the Yuba Water Agency Colgate facility penstock failure on February 13, 2026, and continuing the existence of the local emergency until it's termination.

Clerk of the Board of Supervisors: Approve meeting minutes of July 14, 2026.

Board of Supervisors: Approve reappointment of Tina Jackson to Commission on Aging as an At-Large Representative to a term ending August 8, 2029.

Sheriff-Coroner: Approve amendment No. 1 to the professional services agreement with Jackie Clark, a Criminal Justice Consultant, extending the term to March 1, 2027, and authorize Chair to execute.

Sheriff-Coroner: Approve amendment No. 4 to the master services agreement with Global Tel*Link Corporation dba ViaPath Technologies, for inmate telephone and tablet services at the Yuba County Jail, and authorize Chair to execute.

Administrative Services: Declare surplus items as fully depreciated and authorize Auditor-Controller to remove from Capital Asset Listing pursuant to Ordinance Title 2 Section 2.50.060.

Administrative Services: Approve amendment No. 3 to the professional services agreement with BPR Consulting Group, LLC, extending the term to May 23, 2027, and authorize Chair to execute.

Administrative Services: Approve amendment No.2 to the agreement with Interwest Consulting Group, Inc. extending the term to June 30, 2027, updating the fee schedule, and authorize Chair to execute.

Probation: Adopt resolution authorizing Yuba County Probation Department to apply for, and enter into agreements with California Office of Emergency Services (CalOES), for all grants relating to the delivery of Victim Services, authorize Chief Probation Officer and/or his designee to execute any and all documents as required, and authorize County Administrator to sign on behalf of the Board any and all necessary documents, upon review and approval of County Counsel and Risk Management.

Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors.
