Board of Supervisors: Approve reappointment of Richard Webb and Lori Wojdan to Measure K Citizens' Oversight Committee as Representatives, to terms respectively ending March 22, 2028.

Health and Human Services: Approve amendment No. 1 to the agreement with Yuba Community College for the Independent Living Program, increasing the budget for fiscal year 2025/2026 to allow for additional students, and authorize Chair to execute.

Sheriff-Coroner: Approve amendment No. 1 to the agreements with Lipp & Sullivan, and Lakeside Colonial Chapel, for mortuary services, extending the term date to May 12, 2027, and authorize Chair to execute.

Agricultural Commissioner: Adopt resolution authorizing Agricultural Commissioner to execute specific contracts, agreements, grants, memorandum of understanding, and multi-year agreements for fiscal year 2026/2027, upon review and approval of County Counsel and Risk Management.

Human Resources: Adopt resolution to approve and ratify Purchasing Agent's signature on professional services agreement with California Department of General Services, Office of Administrative Hearings for a five (5) year term, commencing February 6, 2026, in the amount of $48,000.

Community Development and Services: Adopt resolution authorizing a joint application with Habitat for Humanity Yuba-Sutter to participate in the California Department of Housing and Community Development Homekey+ program, funded by the California Department of Housing and Community Development (HCD), to increase the total amount not to exceed $6,000,000., and further authorize Community Development and Services Director, or designee to execute any and all related documents upon review and approval of County Counsel.

Community Development and Services: Ratify change order No.'s 1-3, accept Contract No. 2024-2261 for the North Beale Road High Friction Surface Treatment Project as complete, and authorize the Public Works Director to file and record a Notice of Completion.

Community Development and Services: Adopt resolution approving California Department of Housing and Community Development annual progress report, reflecting the Yuba County General Plan and housing element, in compliance with Government Code §65400.

Community Development and Services: Adopt resolution declaring the existence of unmet transit needs in Yuba County, and authorizing Public Works Director to execute and submit the Annual Transportation Claim for fiscal year 2025/26.

Community Development and Services: Adopt resolution summarily vacating northerly portion of Divot Street lying north of Golf Club Avenue, APN's 014-391-008-000, and 014-392-001-000, reserving therefrom a public services easement, and authorize Chair to execute Quit Claim Deeds to adjacent property owners.

Community Development and Services: Authorize Community Development and Services Deputy Director, Jason Kopping, and Administrative Services Officer, Kymberly Matta, to negotiate real property lease with Olivehurst Public Utility District (OPUD) an approximate 1/2 acre portion of APN: 013-410-107, pursuant to Government Code Section 54956.8.

Community Development and Services: Appoint Community Development and Services Deputy Director, Jason Kopping and Administrative Services Officer, Kymberly Matta, as real property negotiators who may negotiate the purchase of Corporate Lease Site Number 17 Hangar with Brian Rye pursuant to Government Code Section 54956.8.

Community Development and Services: Authorize Community Development and Services Deputy Director, Jason Kopping, and Administrative Services Officer, Kymberly Matta, to negotiate real property lease with Roger Hsu for 1401 Melody Road, pursuant to Government Code Section 54956.8.

Human Resources: Approve amendments to memorandums of understanding with Yuba County Deputy Sheriff's Association (DSA), Yuba County Deputy District Attorney Association (DDAA), Yuba County Probation Peace Officers Association (YCPPOA), and Law Enforcement Management/Supervisory Association (MSA) to modify and memorialize changes relating to eligibility and calculation of longevity pay effective immediately for the term of July 1, 2024, through June 30, 2027; and amendment to modify and memorialize changes relating to payroll transition from a monthly payroll cycle to a bi-weekly payroll cycle effective September 1, 2026, for the term of September 1, 2026 through June 30, 2027, and authorize Chair to execute.

Office of Emergency Services: Adopt resolution designating authorized agents for the County of Yuba regarding all matters pertaining to State and/or Federal disaster assistance, applications, assurances and agreements; authorize designated agents to apply for the 2026, 2027, 2028 Emergency Management Performance Grant and Homeland Security Grant; further authorize Clerk of the Board of Supervisors to file Cal OES Form 130 with the State of California Governor's Office of Emergency Services.
