Health and Human Services: Approve amendment No. 1 to Medi-Cal Privacy and Security agreement with Department of Health Care Services (DHCS) to establish a business associate addendum (Exhibit D) allowing facilitation of information sharing with Managed Health Care Plans under the Health Insurance Portability and Accountability Act (HIPAA), and authorize Chair to execute.

Community Development and Services: Adopt resolution approving and recognizing the Yuba-Sutter Bicycle Implementation Plan as a regional guide for active transportation funding and implementation in collaboration with Sutter County, Marysville and Yuba City.

Community Development and Services: Authorize Building Department to hire Russell Ensslin as a Building Inspector III at salary index rate of 1.30 due to extreme challenges in finding highly qualified candidates.

Health and Human Services: Approve contract with Redwood Toxicology Laboratory, Inc., for laboratory services and drug testing supplies, and authorize Chair to execute.

Community Development and Services: Adopt resolution authorizing an application to the California Department of Housing and Community Development (HCD) to amend standard agreement No. 21-CDBG-PI-00023 for the Homebuyer Assistance Program, and to extend the program deadline to February 1, 2027, and authorize Community Development and Services Director, or designee, to execute any and all necessary documents, upon review and approval of County Counsel and Risk Management.

Community Development and Services: Adopt resolution authorizing the closeout of standard agreement No. 21-CDBG-PL-30003 for the Emergency Shelter Planning Project, request to disencumber unused funds, and authorize Community Development and Services Director, or designee, to execute and deliver all closeout documents to the State of California Department of Housing and Community Development.

Probation: Approve renewal housing agreement with Placer County to provide housing of youth committed to the Maxine Singer Youth Guidance Center when deemed appropriate, and to the extent that such excess accommodations exist, for the term of July 1, 2025 through June 30, 2028, and authorize Chair to execute.

Sheriff-Coroner: Approve updated services agreement with Flock Group Inc., for additional Flock Safety Automated License Plate Readers (ALPR) system for Three Rivers Levee Improvement Authority and Yuba County Public Works, and authorize Chair to execute.

If a party to a hearing before the Yuba County Board of Supervisors seeks to challenge in court a decision of the Board, pursuant to Yuba County Ordinance Code §1.16.070 and California Code of Civil Procedure §1094.6, any application for judicial review of such decision must be filed in the appropriate court not later than the 90th day following the date on which the Board decision was made.
