Sheriff-Coroner: Approve granting Sheriff additional hiring authority as it pertains to the Deputy Sheriff, Correctional Officer, and Public Safety Dispatcher classifications for two (2) years, beginning March 11, 2025.

Health and Human Services: Approve amendment No. 2 to the agreements with Granite Wellness Centers for Child and Adult Protective Services (CAPS), California Work Opportunity and Responsibility to Kids (CalWORKs) clients, and residential substance use and detoxification treatment for Public Health clients, and authorize Chair to execute.

Community Development and Services: Adopt resolution assigning a portion of Northpoint Village 1 into CSA 66 - Zone of Benefit E, setting annual assessment rate of $709.80 beginning fiscal year 2024-2025, and authorize Director of Public Works to send a certified copy of the executed resolution to the State Board of Equalization with any additional documents pursuant to Government Code Section 54901.

Child Care Planning Council of Yuba and Sutter Counties: Approve Certification Statement regarding composition of Local Planning Council (LPC) memberships, and authorize Chair to execute.

Sheriff-Coroner: Approve service agreement with Live Nation Worldwide Inc., dba Toyota Amphitheatre to provide supplemental law enforcement services at Toyota Amphitheatre through June 30, 2025, and authorize Chair to execute.

Community Development and Services: Adopt resolution ratifying the Board Chair signature on the regulatory agreements for the 2019 and 2020 Permanent Local Housing Allocation (PLHA) and Prohousing Incentive Program (PIP) funds, and authorize the Community Development and Services Director to execute loan agreements for 2019 and 2020 PLHA and PIP.

Sheriff-Coroner: Approve professional services agreement with Jackie Clark, for criminal justice consultant services at the Yuba County Jail, for the term of February 1, 2025, through July 31, 2026, and authorize Chair to execute.

Sheriff-Coroner: Approve amendment No. 3 to the software and services agreement 901639 with Sun Ridge Systems, Inc. adding a RIMS software license to Linda Fire Protection District and and increase to any associated costs; Approve memorandum of understanding with Linda Fire Protection District for RIMS public safety software access, and authorize Chair to execute. Health and Human Services: Adopt resolution authorizing Yuba County Health and Human Services Department to explore the feasibility of directly applying for its own Planning Service Area (PSA) and local Area Agency on Aging (AAA) designation from California Department of Aging for direct funding through the Older Americans Act (OAA) and Older Californians Act (OCA), and administer these programs within Yuba County. Community Development and Services: Approve release of request for proposals for professional services to update the Yuba County General Plan and Plumas Lake Specific Plan documents, and authorize Community Development and Services staff to distribute. (15 minute estimate)
