Probation: Approve memorandum of understanding with Yuba County Office of Education to provide additional educational programming at the TEAM Center, for the term of July 1, 2024 through June 30, 2025, and authorize Chair to execute.

Health and Human Services: Adopt resolution authorizing Health and Human Services Director to enter into memorandum of understanding with North Central Counties Consortium (NCCC) regarding the Workforce Innovation and Opportunity Act, for the term of July 1, 2025 through June 30, 2028, and to execute any and all further documents upon review and approval of County Counsel and Risk Management.

Community Development and Services: Approve fee credit agreement with JAS Land Fund 2 LLC for the Wheeler Ranch Phase 2 Project, APN 014-840-006-000, for Three Rivers Levee Improvement Authority (TRLIA) Levee Impact Fees, and authorize Chair to execute.

Community Development and Services: Accept Annual Countywide Capital Facilities Fee Report for Fiscal Year 2023-2024.

Community Development and Services: Adopt resolution approving and adopting the Caltrans Local Assistance Procedures Manual (LAPM) Chapter 10, Consultant Selection dated January 2025.

Administrative Services: Adopt resolution revising Yuba County Purchasing and Contract Policy Manual. (Finance and Administration Committee recommends approval)

Administrative Services: Approve professional services agreement with Jorgensen Company for County wide fire protection services, and authorize Chair to execute.

Administrative Services: Approve release of request for proposals for the Tri-County Juvenile Detention Facility for Medical and Behavioral Health Services, and authorize Administrative Services to distribute.

Community Development and Services: Adopt resolution of support for annexation of Northpoint Subdivision Villages No.1 and No. 2 into County Service Area (CSA) No. 66.

Administrative Services: Approve amendment No. 1 with American Eagle Extinguishers for fire inspection and maintenance services, extending the term to December 31, 2025, and authorize Chair to execute.

Community Development and Services: Adopt resolution authorizing Director of Public Works to enter into agreement with United States Department of Transportation Federal Highway Administration for Simpson Lane Bridge Planning/Feasibility Study, and to execute any and all further documents upon review and approval of County Counsel and Risk Management.

Administrative Services: Approve release of request for proposals for the Yuba County Jail, for Medical and Behavioral Health Services, and authorize Administrative Services to distribute.

Community Development and Services: Approve amendment No. 2 to the agreement with St. Francis Electric for traffic signal maintenance, and authorize Chair to execute.

Sheriff-Coroner: Approve the purchase of handheld narcotics analyzer by reallocating up to $45,000 of Measure K Funds previously approved for the purchase of VIPER workstations.

Board of Supervisors: Approve the following Sutter County appointments to Feather River Air Quality Management District Board of Directors for 2025, per Health and Safety Code section 40152 (b), Sutter County Supervisors Karm Bains and Dan Flores, and Mike Ziegenmeyer as an alternate.

Administrative Services: Declare items as surplus property and fully depreciated pursuant to Ordinance Code 2.50.060, and direct Auditor Controller to remove surplus items from Capital Asset listing upon receipt of disposal from Purchasing Agent.

Clerk of the Board of Supervisors: Adopt resolution approving Fair Political Practices Act 2024 Biennial Reports and Amendments to Conflict of Interest Codes of Yuba County local agencies.

Board of Supervisors: Approve appointment of Julie Coulson to Yuba County Library Advisory Commission as a District Two Representative with a term date ending January 8, 2029.

Administrative Services: Approve release of request for qualifications for Yuba County architectural services for the Probation and 14Forward Campus expansions, and authorize Administrative Services to distribute.

Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors.
