Health and Human Services: Approve sole source justification agreement with Hands of Hope for the provision of assisting clients with coordinated entry services for the term of October 1, 2023 through June 30, 2025, and authorize Chair to execute.

Health and Human Services: Approve professional services agreement with 110 Holdings, LLC dba Launch Consulting for the provision of executive and organizational project consulting for the term of October 1, 2023 through September 30, 2024, and authorize Chair to execute.

Health and Human Services: Approve agreement with Sutter Yuba Homeless Consortium for Homeless Management Information System, and authorize Chair to execute.

Health and Human Services: Adopt resolution authorizing Health and Human Services Director to apply to California Department of Housing and Community Development for the Transitional Housing Program (THP) Round 5 allocation, and the Housing Navigation and Maintenance Program (HNMP) Round 2 allocation, from July 1, 2023 through October 31, 2026, and to execute any and all related documents upon review and approval of County Counsel.

Community Development and Services: Approve amendment No. 1 to the agreement with Barrow's Landscaping, Inc. for roadside vegetation control, extending the term date from March 13, 2024 to March 13, 2025, and authorize Chair to execute.

Board of Supervisors: Reappoint Jared Hastey to Law Library Board of Trustees as an At-Large Representative to a term ending January 28, 2025.

Health and Human Services: Approve Certificates of Compliance for California Department of Veterans Affairs for Subvention Program and Medi-Cal Cost Avoidance Program for fiscal year 2023-2024, and authorize Chair to execute.

Board of Supervisors: Reappoint Debbie Panteloglow to Yuba County Commission on Aging as District 4 Representative with a term ending January 6, 2025.

Community Development and Services: Adopt resolution approving and adopting the Caltrans Local Assistance Procedures Manual (LAPM) Chapter 10, Consultant Selection dated January 2024.

Probation: Approve two (2) memorandums of understanding with Yuba County Office of Education to provide additional educational programs to youth at Tri-County Youth Rehabilitation Center for fiscal years 22/23 and 23/24, and authorize Chair to execute.

Sheriff-Coroner: Approve agreement with Covanta for the disposal and destruction of materials seized as evidence, and authorize Chair to execute.

Community Development and Services: Appoint Community Development and Services Director and Airport Manager as real property negotiators who may negotiate term and rate for a new lease agreement with current tenant (American Legion) located APN 020-342-014-000 (Address: 5477 Feather River Boulevard, West Linda) pursuant to Government Code Section 54956.8.

Community Development and Services: Appoint Community Development and Services Director and Airport Manager as real property negotiators who may negotiate terms and rate for a new lease agreement with California Aero Engines, LLC for the property at 1420 Sky Harbor Drive, Olivehurst, CA pursuant to Government Code Section 54956.8.

Community Development and Services: Adopt resolution authorizing Airport Manager to apply and administer Federal Aviation Administration (FAA) grants for Yuba County Airport Capital Improvement Plan (ACIP) projects, and to execute any and all related documents upon review and approval of County Counsel.

Human Resources: Adopt resolution amending Resolution No. 2023-057 Classification System-Basic Salary/Hourly, pertaining to Extra-Help hourly schedule as it relates to increasing the California minimum wage rate to $16.00 per hour per Senate Bill 3, effective January 1, 2024.

Administrative Services: Authorize release of request for proposals for ten exhaust fan replacements at the Yuba County Courthouse-Jail, and authorize Administrative Services to distribute.

Community Development and Services: Ratify Change Orders 1-3, accept Contract No. 2023-4275 (West Linda Multi-Use Basin) as complete, and authorize Public Works Director to sign and record Notice of Completion.

Community Development and Services: Approve plans, specifications, and estimate for Los Verjeles Road Over Honcut Creek Bridge Replacement project, authorize advertisement with tentative bid opening date of May 2024, and authorize Chair to execute.
