Probation: Approve two (2) memorandum of understanding with Sutter-Yuba Behavioral Health for the provision of behavioral health services provided at the Tri-County Juvenile Rehabilitation Facility/Maxine Singer Youth Guidance Center for the term October 1, 2023 through September 30, 2024, and for behavioral health services provided to youth who are not residents of Sutter or Yuba County, for the term of July 1, 2023 through September 30, 2024, and authorize Chair to execute.

Health and Human Services: Adopt resolution authorizing Health and Human Services Director to enter into agreement with the State of California Office of Traffic Safety for the Pedestrian and Bicycle Safety Program grant funds for the period of October 1, 2023 through September 30, 2024, and to execute any and all required documents, upon review and approval of County Counsel and Risk Management,

Health and Human Services: Approve agreement with Change and Innovation Agency, L.L.C. for current software and technical support for 104 license subscriptions, and authorize Chair to execute.

Probation: Approve operational agreements with Marysville Police Department, Wheatland Police Department, Casa de Esperanza, and Marysville Joint Unified School District, for coordinating and providing maximum available assistance for crime victims, for the term of January 1, 2024 through December 31, 2025, and authorize Chair to execute.

Board of Supervisors: Reappoint Roberta D'Arcy to Yuba County Historic Resource Commission as an At-Large Representative to a term ending December 8, 2027.

Health and Human Services: Adopt resolution authorizing Health and Human Services Director to accept, transfer and administer Local Assistance Funding allocated by the California Department of Public Health Tuberculosis Control Branch for period July 1, 2023 through June 30, 2024.

Health and Human Services: Approve two (2) Department of Health Care Services (DHCS) Children's Medical Services (CMS) program guidelines for fiscal year 2022-23, which includes Child Health and Disability Prevention (CHDP), and Health Care Program for Children in Foster Care (HCPCFC), and authorize Chair to execute certification statements.

Health and Human Services: Adopt resolution authorizing Health and Human Services Director to administer funds from California Department of Public Health (CDPH) through its Tuberculosis Control Branch (TBCB), for the Real-Time Allotment funding for the period of July 1, 2023 through June 30, 2024, and to execute any and all further necessary documents upon review and approval of County Counsel.

Clerk-Recorder/Registrar of Voters: Approve agreement with BMI Imaging Systems, Inc., continuing conversion of digital reel, and authorize Chair to execute.

Administrative Services: Authorize release of request for proposals for the roof retrofit project at Animal Care Services, and authorize Administrative Services to distribute.

Community Development and Services: Approve subordination agreement with Department of Housing and Community Development (HCD) for Cedar Lane Permanent Supportive Housing, and authorize Chair to execute.

Administrative Services: Authorize release of request for proposals for heating, ventilation, and air conditioning system replacement at Animal Care Services, and authorize Administrative Services to distribute.

Administrative Services: Approve amendment No. 3 to Declaration of Restrictions of the Reciprocal Easement Agreement (REA) to permit operation of a recreational, or entertainment facility on Parcel No. 3, and authorize Chair to execute.

Administrative Services: Approve amendment No. 1 with NV5 for quality assurance services at the medical and mental health facility, extending the term from December 31, 2023 to December 31, 2024, and authorize Chair to execute.

Administrative Services: Approve agreement with Tec-Com Low Voltage Solutions, Inc. for surveillance system upgrades at four (4) Marysville Joint Unified School District campuses, and authorize Chair to execute.

Clerk-Recorder/Registrar of Voters: Adopt resolution approving agreement with ProVote Solutions for provision of election related services and further authorizing County Clerk-Recorder/Registrar of Voters to execute any and all necessary subsequent documents upon review and approval of County Counsel, and authorize Chair to execute agreement.

Board of Supervisors: Approve request from Marysville Joint Unified School District ordering a School Bond Election in consolidation with statewide primary election to be held on March 5, 2024 pursuant to Elections Code Section 10403.

Board of Supervisors: Approve request from Plumas Lake Elementary School District ordering a School Bond Election authorizing three (3) separate actions in consolidation with statewide primary election to be held on March 5, 2024 pursuant to Elections Code Section 10403.

Board of Supervisors: Approve request from Wheatland Union High School District ordering a School Bond Election authorizing two (2) separate actions in consolidation with statewide primary election to be held on March 5, 2024 pursuant to Elections Code Section 10403.

Clerk-Recorder/Registrar of Voters: Declare Capital Asset items as fully depreciated, and authorize Auditor-Controller to remove surplus items from Capital Asset listing pursuant to Ordinance Code Title 2 Section 2.50.060.

Community Development and Services: Approve agreement with Peterson Brustad, Inc. for professional engineering services for River Highlands/Gold Village Well Site and Water System Improvement Project, and authorize Chair to execute.

Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors.

Public Guardian: Adopt resolution deferring implementation of changes made to Welfare Institutions Code Section 5008 by Senate Bill 43 to January 1, 2026, and authorize Chair to execute. (Five minute estimate)
