Sheriff-Coroner: Adopt resolution authorizing execution of arena use agreement with Yuba County Mounted Sheriff's Posse and authorizing Sheriff or designee to administer, manage and enforce, and authorize Chair to execute.

Health and Human Services: Approve amendment No.1 to the agreement with Marysville Joint Unified School District, regarding insurance provision amendments, and authorize Chair to execute.

Sheriff-Coroner: Adopt resolution authorizing Sheriff to execute grant application, agreement, and any and all related documents with California Department of Boating and Waterways for boating safety enforcement activities for Fiscal Year 2024-2025.

Health and Human Services: Approve agreement with Valley Vision to provide consultant, facilitation and report writing services for the term of August 1, 2023 through January 31, 2024, and authorize Chair to execute.

Clerk of the Board of Supervisors: Approve meeting minutes of October 24, 2023.

Community Development and Services: Adopt resolution approving creation of Yuba County Yes to Start Ups program in partnership with California Capital Financial Development Corporation (CA Capital) and Sacramento Valley Small Business Development Center; approve memorandum of understanding with CA Capital to administer the program, and authorize Chair to execute.

Community Development and Services: Ratify Change Orders 19-21 and accept North Beale Road Complete Streets Phase II Project as complete, and authorize Public Works Director to release the Performance Bond, file and record Notice of Completion.

Treasurer and Tax Collector: Approve the sale of tax-defaulted properties at public auction via internet in accordance with Chapter 7 of the California Revenue and Taxation Code (CA RTC).

Community Development and Services: Accept contract No. 102-9210, 2023 Overlay Project as complete, and authorize Public Works Director to sign and record Notice of Completion.

Human Resources: Adopt resolutions amending Resolution No. 2023-057 Classification System - Basic Salary/Hourly Schedule, pertaining to Contract and Purchasing Supervisor; and amending Resolution No. 2023-072, Department Position Allocation Schedule as it relates to Administrative Services Department, effective December 1, 2023.

Community Development and Services: Receive notice that Final Map Nos. 2006-0035 and 2006-0037 (Rio del Oro Villages 17 & 19) have been received by the County Surveyor and are in the process of being reviewed for final map approval, per Yuba County Development Code §11.41.050.

Community Development and Services: Approve Public Interest Finding (PIF), and award contract to Dokken Engineering, Inc., for the Non-Infrastructure component of the Cedar Lane Safe Routes to School Improvements Project, and authorize Chair to execute.

Community Development and Services: Ratify Change Orders 1-7 and accept Contract No. 2022-4218 Feather River Blvd and North Beale Road Drainage Improvement Project as complete and authorize Public Works Director to sign and record Notice of Completion

Administrative Services: Approve amendment No. 2 to the professional services agreement with Clark Pest Control adding services to two (2) new locations, Public Works Corporation Yard and Tri-County Juvenile Rehabilitation Facility, and authorize Chair to execute.

Community Development and Services: Approve amendment No. 3 to the agreement with Parsons Brinckerhoff, now called WSP USA, Inc., for Los Verjeles Road Bridge Replacement Project, and authorize Chair to execute.

District Attorney: Approve memorandum of understanding with San Joaquin District Attorney for assistance with a habeas case, and authorize Chair to execute; authorize related budget adjustment request in the amount of $231,552.00 from account 108-2500-361-6200 (Miscellaneous State Revenue) to account 108-2500-421-2300 (Professional Services).

Community Development and Services: Approve amendment No. 1 to agreement with R&F Engineering Inc. for Star Bend Sediment Removal project, and authorize Chair to execute.

Community Development and Services: Approve five-year lease agreement with Haanah Company, Inc. at the Yuba County Airport, and authorize Chair to execute.

Board of Supervisors: Appoint 2024 Representative and Alternate to serve on Rural County Representative of California (RCRC), Golden State Finances Authority (GSFA), and Golden State Connect Authority (GSCA). (Five minute estimate)
