Health and Human Services: Approve release of request for proposals from qualified, licensed foster family agencies for emergency placement services for Child and Adult Protective Services (CAPS) programs, and authorize Health and Human Services staff to distribute.

County Counsel: Approve amendment No. 1 to the agreement with Colantuono, Highsmith & Whatley for professional legal services, and authorize Chair to execute.

Health and Human Services: Approval to award contract to Victor Community Support Services for Child and Family Team (CFT) services, and authorize Chair to execute.

County Administrator: Adopt resolution re-authorizing the legislative bodies of Yuba County the ability to meet remotely via teleconference through February 10, 2023 or such time the Board adopts a subsequent resolution.

Human Resources: Adopt resolution amending Resolution No. 2022-188 Extra Help Classification System Hourly Schedule as it relates to the state statute increasing the minimum hourly wage rate to $15.50 with an effective date of January 1, 2023.

Board of Supervisors: Reappoint Sue Cejner-Moyers to Yuba County Historic Resources Commission as a District Five Representative with a term ending January 4, 2027.

Board of Supervisors: Reappoint Lucy Cardenas and Warner Phillips to Yuba County Planning Commission as District One Representative and District Five Representative, respectively, with terms ending December 31, 2026.

Board of Supervisors: Reappoint Sue Cejner-Moyers to Yuba County Library Advisory Commission as a District Five Representative with a term ending January 4, 2027.

Board of Supervisors: Reappoint Richard Webb to Yuba County Community Services Commission as District One Representative with a term ending January 4, 2027.

Board of Supervisors: Appoint Jamie Bartolome and Melissa Shaw to First Five Yuba Commission as Interim Management Designee and Interim Public Health Director Designee, respectively, for terms ending April 29, 2024.

Sheriff-Coroner: Approve updated memorandum of understanding with Sutter County to provide Dispatch Services to Sutter County Sheriff's Office, and authorize Chair to execute.

Sheriff-Coroner: Approve agreement with the Department of State Hospitals (DSH) regarding Incompetent to Stand Trial (IST) re-evaluation services, and authorize Chair to execute.

Clerk of the Board of Supervisors: Appoint Paul Tupaz to Child Care Planning Council of Yuba and Sutter Counties as a Community Representative with term ending September 30, 2025.

Community Development and Services: Accept Camptonville Emergency Storm Drain Project (2022-4247) as complete, and authorize Public Works Director to release the Performance Bond, and file Notice of Completion.

Community Development and Services: Approve five-year communications site lease agreement with Robert Lavelock dba Succeed.net at the Yuba County Airport, and authorize Chair to execute.

Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors. County Administrator: Adopt resolution adding Policy M-2, Social Media Policy, to the Yuba County Administrative Policy and Procedures Manual. (Finance and Administration Committee recommend approval) (Five minute estimate)

If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such hearing. Public comments will be limited to three minutes per individual or group.

Community Development and Services: Ordinance - Hold public hearing, and adopt Ordinance approving PUD2022-0001 to amend zoning map from “RM” To “RM-PD”; and adopt resolution, Mitigated Negative Declaration, and the Mitigation Monitoring Plan to approve Tentative Subdivision Tract Map 2021-0012, subject to the attached conditions of approval. If a party to a hearing before the Yuba County Board of Supervisors seeks to challenge in court a decision of the Board, pursuant to Yuba County Ordinance Code §1.16.070 and California Code of Civil Procedure §1094.6, any application for judicial review of such decision must be filed in the appropriate court not later than the 90th day following the date on which the Board decision was made.
