All matters listed under Consent Agenda are considered to be routine and can be enacted in one motion.
Health and Human Services: Adopt resolution authorizing Health and Human Services Director to apply to California Department of Social Services for the Bringing Families Home Program for the period of July 1, 2019 through June 30, 2022; and to execute any and all documents, accept, transfer, and allocate program funds; and approve two additional positions. (Human Services Committee recommends approval)
Health and Human Services: Adopt resolution authorizing Health and Human Services Director to enter into agreement with Yuba County Water Agency for the Life Jacket Loaner Program grant; execute required documents and accept, transfer and allocate grant funds.
Human Resources: Approve professional services agreement with Liebert Cassidy Whitmore for general legal counsel, and authorize Chair to execute.
Administrative Services: Approve 5-year hangar 67 lease agreement with Chris Cafaro for storage use at the Yuba County Airport, and authorize Chair to execute.
Administrative Services: Approve 5-year hangar No. 59 lease agreement with Don and Julia Atkins for storage use at the Yuba County Airport, and authorize Chair to execute.
Board of Supervisors: Reappoint Suzanne Gallaty as a Tenant Commissioner to the Regional Housing Authority.
Board of Supervisors: Appoint Sue Cejner-Moyers to Area 4 Agency on Aging Advisory Council as a Representative with a term ending June 30, 2023.
Board of Supervisors: Reappoint Jared Hastey to the Law Library Board of Trustees as an At-Large Representative with a term ending January 12, 2021.
Administrative Services: Declare surplus items as fully depreciated and authorize Auditor-Controller to remove from Capital Asset Listing pursuant to Ordinance Title 2 Section 2.50.060.
Community Development and Services: Approve Contract Change Order No. 2, accept Contract No. 2019-2242 7th Ave Bike Path and Pedestrian Route Improvements as complete; authorize Public Works Director to execute Contract Change Order, and sign and record Notice of Completion.
Emergency Services: Adopt resolution proclaiming the existence of an ongoing local emergency in the County of Yuba due to Tree Mortality.
Emergency Services: Adopt resolution proclaiming the existence of an ongoing local emergency in the County of Yuba due to Historic Rainfall.
Emergency Services: Adopt resolution to approve ongoing local emergency proclamation due to Flood Waters.
Health and Human Services: Approve Children's Medical Services (CMS) Plan and Fiscal Guidelines for Fiscal Year 2019-2020 and authorize Chair to execute both CMS Certification Statements.
Health and Human Services: Adopt resolution authorizing Health and Human Services Director to accept allocation received from California Department of Health Care Services for the Whole Person Care Pilot Program.

The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Sheriff-Coroner: Adopt resolution authorizing the establishment of a petty cash fund in the Sheriff's Department to conduct operations in accordance with the California Department of Alcoholic Beverage Control (ABC) grant. (Five minute estimate)
Administrative Services: Authorize Director of Administrative Services to Request for Proposals for the Design-Build of the Tri-County Juvenile Rehabilitation Facility. (Ten minute estimate)
County Administrator: Receive letter from Dale Whitmore regarding request to reinstate Yuba County Fish and Game Advisory Commission and take action as appropriate. (Five minute estimate)
Emergency Services: Adopt Wildfire Prevention Grant resolution, approve funding agreement, and authorize Chair to execute. (Five minute estimate)
ORDINANCES AND PUBLIC HEARINGS
If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such hearing. Public comments will be limited to three minutes per individual or group.
Community Development and Services: Hold public hearing and adopt Ordinance approving Change of Zone 2019-0001 which would change the zoning from Neighborhood Mixed-Use to Single-Family residential on a 6.5 acre portion of the project; and adopt Resolution finding the project exempt from CEQA and approving Tentative Subdivision Tract Map 2019-0004 and Conditional Use Permit 2019-0005 subject to the attached Conditions of Approval.
