All matters listed under Consent Agenda are considered to be routine and can be enacted in one motion.
County Counsel: Approve and Authorize County Counsel to sign an Informed Consent regarding Potential Conflict allowing Liebert Cassidy Whitmore to advise Yuba Community College District.
Auditor/Controller: Adopt resolution restoring business hours of Auditor-Controller's office to 8 am - 12 pm and 1 pm - 5 pm.
Administrative Services: Approve Off-Airport Operator and Use Permit agreement with T.G.I. Almonds & Walnuts and authorize Chair to execute.
Sheriff-Coroner: Approve Service Agreement and Letter of Understanding with BGE Yuba, LLC to provide supplemental law enforcement services at the Toyota Amphitheatre, and authorize Chair to execute.
Administrative Services: Approve amendment to ACCO Engineered Systems agreement and authorize Chair to execute.
Health and Human Services: Adopt Resolution authorizing Health and Human Services Department Director to accept the CalWORKs Home Visiting Initiative allocation for January 1, 2019 through June 30, 2020 and to execute all related documents.
Board of Supervisors: Appoint Kimberly Butcher to Child Care Planning Council of Yuba and Sutter Counties as a Discretionary Representative with a term ending September 30, 2019.
Board of Supervisors: Approve Child Care Planning Council of Yuba and Sutter Counties Local Planning Council County Priorities Report for general child care and development programs.
Board of Supervisors: Reappoint Mr. Donald Rae and Ms. Terri Lindsey to Plumas Lake Specific Plan Design Review Committee as Resident Representatives with terms ending May 5, 2021 and May 23, 2021 respectively.
Community Development and Services: Approve Amendment No. 1 to Professional Services Agreement with Drake Haglan & Associates, Inc., for the Iowa City Road Bridge Replacement Project.
Community Development Services: Authorize budget transfer by increasing Travel 102-9100-431-29-00 $2,000 and Fixed Assets-Equipment 102-9100-431-63-00 $21,428 and decreasing Professional Services 102-9100-431-23-00 ($2,000) and Fixed Assets-Right of Ways 102-9100-43-61-00 ($21,428).
Community Development and Services: Approve plans, specifications, and estimate, and authorization of advertisement of bids for the Marysville Road – Slide Repair project.
Health and Human Services Department: Authorize acceptance of funds in the amount of $20,000, increase revenue and appropriate expenditures for the Veteran Services Office within Health and Human Services Department.
Sheriff-Coroner: Repeal and replace resolution number 2019-29 authorizing Sheriff to execute grant application, agreement and necessary documents with Department of Boating and Waterways for boating and safety enforcement activities for Fiscal Year 2019-2020.
Administrative Services: Approve source list for qualified Design-Build Entities (DBEs) for the next phase of the Medical and Mental Health Jail Facility Project.
Sutter-Yuba Behavioral Health: Adopt resolution appointing Rick Bingham as Local Mental Health Director and Alcohol and Drug Program Administrator effective May 15, 2019.
County Counsel: Approve a Legal Services agreement with Prentice, Long, & Epperson in an amount not to exceed $50,000 and authorize Chair to execute.
Present proclamation recognizing May 2019 as Older American's Month. (Five minute estimate)
Present proclamation to recognize May 2019 as Foster Care Month in Yuba County. (Five minute estimate)
Receive presentation from Boy Scouts of America update on improvements to camp in Dobbins, formerly known as 4-H Camp. (Ten minute estimate)
Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors. Note: No Board action can be taken on comments made under this heading.
Agriculture Commissioner: Approve contract with Michael Baker International, Inc. for completion of an Environmental Impact Report (EIR) for Wildlife Services cooperative service agreement, and authorize Chair to execute. (Five minute estimate)
Community Development and Services: Reject bids, approve revised Plans, Specifications and Estimate, and re-authorize solicitation of bids for the 2017 Storm Damage Repair of Road Slipouts - East Side of Bullards Bar Reservoir with a tentative bid opening date of June 4, 2019. (Five minute estimate)

If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such hearing. Public comments will be limited to three minutes per individual or group.
County Administrator: Ordinance - Hold public hearing, waive second reading on ordinance repealing and re-enacting Chapters 13.00.030, 13.00.031, 13.00.134, 13.00.136, 13.00.038, 13.00.042, 13.00.044, 13.00.050, 13.00.052, and 13.00.054 of the Yuba County Consolidated Fee Ordinance Code for Fiscal Year 2019-2020. (Ten minute estimate)
