All matters listed under Consent Agenda are considered to be routine and can be enacted in one motion.
Child Support Services: Approve Memorandum of Understanding with Sutter County Child Support Services for shared services of Limited Term Attorney. (Law and Justice Committee recommended approval)
Administrative Services: Declare items as surplus property and authorize disposal pursuant to Ordinance Code Title 2, Section 2.50.060.
Community and Development Services: Approve Contract Change Orders 1 through 9; accept Contract Number 2017-6017, Document Number 225-2017, New York House Road over Dry Creek Bridge Replacement project as complete; authorize Public Works Director to execute Contract Change Orders, and sign and record Notice of Completion.
Sheriff-Coroner: Approve agreement between the Sheriff’s Department and U. S. Department of Justice, Drug Enforcement Administration to provide law enforcement services relating to the eradication and suppression of illicit marijuana, and authorize Chair to sign.
Health and Human Services: Approve Letters of Support for Bringing Families Home (BFH) Program, Family Urgent Response System (FURS) and the Family Stability Fund and authorize Chair to sign on behalf of the County of Yuba, the letters of support. (Five minute estimate)
Community Development and Services: Adopt resolution approving the Engineer's Report and declaring intention to levy and collect assessments on Gledhill Landscaping and Lighting District.
Public Guardian: Support a new budget proposal to provide $68 million in State General Fund to counties to augment staffing and workload for County Public Administrators/Public Guardians/Public Conservators; and authorize Chair to execute a letter of support.
County Counsel: Approve first amendment to agreement for legal services with Colantuono, Highsmith, & Whatley, PC.
Health and Human Services: Authorize Budget Transfer in the amount of $33,000.00 from 100-5200-451-0101 (Salary Expense) to 100-5200-451-6300 (Equipment) for the purchase and installation of IT network equipment, Humidifirst Ultrasonic Humidifier.
Community Development and Services: Adopt resolution approving the proposed list of FY 19/20 projects funded by the Road Maintenance and Rehabilitation Account (RMRA) portion of SB 1, the Road Repair and Accountability Act.
Administrative Services: Authorize Director of Administrative Services and Chief Probation Officer to evaluate available commercial properties that meet Probation Department requirements and enter into lease discussions and preliminary negotiations of suitable facilities.
Administrative Services: Approve Project Delivery and Construction Agreement (PDCA) for Tri-County Juvenile Rehabilitation Facility between County of Yuba and California Department of Finance, and authorize Chair to execute.
Board of Supervisors: Adopt resolution continuing a local emergency regarding the proliferation of illegal cannabis cultivation.
Present proclamation to Casa de Esperanza recognizing April 2019 as Child Abuse Prevention Month. (Five minute estimate)
Present Proclamation recognizing Child Abuse Prevention Month April 2019 and receive update on Economic Impact Study of Child Abuse in our community. (Ten minute estimate)
Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors. Note: No Board action can be taken on comments made under this heading.
County Administrator: Approve amended Fire and Emergency Medical Services Memorandum of Understanding (MOU) between Olivehurst Public Utility District (OPUD) and the Estom Yumeka Maidu Tribe (the Tribe) of the Enterprise Rancheria; approve Mutual Aid Agreement between the Olivehurst Public Utility District, Plumas-Brophy Fire Protection District, and Wheatland Fire Authority regarding providing services to the Enterprise Rancheria, and; Acknowledge an approval and acceptance by Wheatland/Plumas Fire Authority of the Amendment to the MOU. Yuba Sutter Arts Council: Adopt resolution approving application and authorizing execution of State-Local Partnership Program Grant for Yuba Sutter Arts with California Arts Council and designating the Arts Council to execute. (Ten minute estimate)
ORDINANCES AND PUBLIC HEARINGS
If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such hearing. Public comments will be limited to three minutes per individual or group.
County Administrator: Hold public hearing and adopt resolution adopting fire mitigation fees for the Olivehurst Public Utility District (OPUD) Fire Department. (Ten minute estimate)
Community Development and Services: Public Hearing - Hold public hearing to tabulate ballots and if approved, adopt resolution adopting an assessment structure for maintenance of roads and drainage for residents in County Service Area 14. (30 minute estimate)
Public Hearing - hold public hearing to consider Board of Supervisors intention to divest itself as the Board of Trustees of Smartsville Cemetery District; Adopt resolution divesting the Board of Supervisors' of authority over the Smartsville Cemetery District pursuant to Health and Safety Code §9206; appoint Rebekah Carlson to a term commencing immediately and terminating December 31, 2020, and appoint Hilda Biffle and Deanna Evango to terms commencing immediately and terminating on December 31 2022. County Administrator: Ordinance - hold public hearing, waive first reading and introduce ordinance repealing and re-enacting Chapters 13.00.030, 13.00.031, 13.00.134, 13.00.136, 13.00.038, 13.00..42, 13.00.044, 13.00.050, 13.00.052, and 13.00.54 of the Yuba County Consolidated Fee Ordinance Code for Fiscal Year 2019-2020. 9:30 A.M. ORDINANCES AND PUBLIC HEARINGS
County Administrator: 1.) Hold public hearing on the effect of a proposed property tax revenue transfer from the Yuba Water Agency to the County of Yuba on fees, charges, assessments, taxes or other revenues as required by Revenue and Taxation Code Section 99.02(e); 2.) Adopt Resolution approving and accepting transfer of property tax revenue for a term of ten (10) years and authorize County Administrator to sign property tax revenue transfer agreement.
