Health and Human Services: Consider Second Amended and Restated Joint Exercise of Powers Agreement for the California Statewide Automated Welfare System (CalSAWS) Consortium and the Memorandum of Understanding (MOU) between the CalSAWS Consortium and the County of Yuba. (Ten minute estimate)

Board of Supervisors: Adopt resolution continuing a local emergency regarding the proliferation of illegal cannabis cultivation.
Sutter Yuba Behavioral Health: Approve first amendment to Memorandum of Understanding between Yuba County Probation and Sutter-Yuba Behavioral Health for Crisis Counseling Assistance and Training program for California Wildfire Victims, and authorize Chair to execute.
Emergency Services: Adopt resolution to approve renewal of ongoing local emergency proclamation due to Flood Waters.
Emergency Services: Adopt resolution proclaiming the existence of an ongoing local emergency in the County of Yuba due to Historic Rainfall.
Emergency Services: Adopt resolution proclaiming an ongoing local emergency due to Tree Mortality.
Administrative Services: Approve five year lease agreement for Site Number 11, Hangar #7 with Bill Schmidt and authorize Chair to execute.
Administrative Services: Approve Airport lease agreement for Site Number 11, Hangar #4 with Thomas Bowles and authorize Chair to execute.
Community Development and Services: Approve Contract Change Order No. 3, accept Contract No. 2016-2241 North Beale Rd Complete Streets Phase 1 Project as complete; authorize Public Works Director to execute Contract Change Order, and sign and record Notice of Completion.
Health and Human Services: Approve the Bylaws of the Yuba-Sutter Emergency Medical Care Committee.
Elections: Approve agreement with Dominion Voting Systems, Inc. for the purchase of a new voting system and added software licensing, services, warranty and maintenance.
Community Development and Services Agency: Board of Supervisor receive annual Countywide Capital Facilities Fee Report for FY 2017-2018
Community Development and Services: Authorize out-of-state travel for County Surveyor to attend the California Land Surveyor's Association conference in Reno, Nevada.
Present proclamation recognizing March 2019 as National Social Worker Month. (Five minute estimate)
Presentation on proposed state of the art manure management system at Tollcrest Dairy in Wheatland that includes a renewable fuel element. This presentation to the Board is a community outreach requirement for the upcoming CDFA Dairy Digester Grant application process. (No background material) (Ten minute estimate)
Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today’s agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than three minutes. Prior to this time speakers are requested to fill out a “Request to Speak” card and submit it to the Clerk of the Board of Supervisors. Note: No Board action can be taken on comments made under this heading.
ORDINANCES AND PUBLIC HEARINGS
If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such hearing. Public comments will be limited to three minutes per individual or group.
Clerk of the Board of Supervisors: Hold public hearing and approve resolutions received from District 10-Hallwood Community Services District, Dobbins/Oregon House Fire Protection District, and Camptonville Community Services District to reschedule Governing Body member elections from odd-numbered years in accordance with SB 415. (Five minute estimate)
Agricultural Commissioner: Ordinance - Hold public hearing, waive first reading, and introduce ordinance creating Chapter 7.42 of the Yuba County Ordinance Code prohibiting the cultivation of industrial hemp within the unincorporated area of Yuba County. 9:30 a.m. County Administrator: Hold public hearing, waive reading and adopt Ordinance adding Chapter 5.17 Revenue and Financing to Title V of the Yuba County Ordinance Code relating to transfer of base year value of property damaged or destroyed in a Governor-declared disaster.
