- BACKGROUND: The California Building Standards Commission adopts building construction standards on a triennial basis, which are codified in Title 24 of the California Code of Regulations. Various state and local agencies are required to begin enforcement of these regulations within 180 days of publication and may adopt the regulations by reference.
