- The Public Works Department recommends that the Board of Supervisors adopt the resolution adopting Caltrans Local Assistance Procedures Manual Chapter 10: Consultant Selection.
Background/Discussion:
Yuba County Public Works Department frequently acquires State and Federal funds to construct many of our capital improvement projects. Often County staff are limited in number to perform all the workload necessary to complete these large projects. It is frequently necessary to acquire the services of qualified consulting firms with the appropriate expertise in order to move our projects through the pipeline. Federal and State laws set forth requirements on the Local Agencies for utilizing the funding available. Caltrans Local Assistance Procedures Manual Chapter 10: Consultant Selection sets forth all requirements that a Local Agency such as Yuba County must adhere to in order to abide by the Federal and State laws governing the funds.
Caltrans Division of Local Assistance requires all Local Agencies within California to adopt Chapter 10 of the LAPM as a condition of receiving State/Federal funding. Chapter 10 of the LAPM was most recently revised in January 2023. The attached resolution will adopt the most recent revision to Chapter 10, thus continuing our eligibility for State/Federal funding.

The Land Use & Public Works Committee was bypassed due to the routine nature of the request.
