This project is being implemented in response to a drought scenario, as defined by Water Code section 13198(a), and is intended to: (1) address immediate impacts on human health and safety; (2) address immediate impacts on fish and wildlife resources; or, (3) provide water to persons or communities that lose or are threatened with the loss or contamination of water supplies. The River Highlands/Gold Village community continues to experience the threat of the loss of its’ water supply due to the community’s water needs exceeding the capacity of current well systems. The Small Community Drought Relief Program provides funding for local projects and activities that address water supply reliability issues. The California Department of Water Resources has approved Yuba County’s grant application for a new well installation authorized by the Board of Supervisors for submittal on September 14, 2021.
The community of River Highlands/Gold Village consists of 86 homes and qualifies as an economically disadvantaged community. The water demand of the community at times exceeds the combined capacity of the existing well systems. The proposed grant funding will allow Public Works to purchase the parcel for and secure the proposed new well site, and construct a new well to increase system capacity and resiliency to drought or climate variations. The project will also install a supervisory control and data acquisition (SCADA) system on both the new well and the existing primary well. Lastly, a backup generator will be installed to ensure operation if a sudden loss of power occurs. This project will provide for much improved water resiliency for Gold Village and Public Works recommends the Board of Supervisors approve the resolution which would authorize grant application, acceptance, and execution for the River Highlands/Gold Village Groundwater Improvement Project.
