Recommendation:
The Public Works Department recommends that the Board of Supervisors award contract 2023-4275 to the apparent lowest, responsive, and responsible bidder, Lund Construction Co, for the West Linda Multi-Use Basin Phase I Project and authorize the Chair to execute upon review and approval of County Counsel and Risk Management.
BACKGROUND
The Community Development and Services Agency has been successful in numerous grants in the West Linda area that include Active Transportation Program (ATP) and State of Good Repair grants for sidewalks, bike lanes, and drainage along Cedar Lane, Alicia Avenue, Garden Avenue, and Feather River Boulevard. The projects are currently being constructed or nearing construction. Since there is not a defined drainage system for these projects to terminate into, Public Works staff determined the best route was to construct a detention basin along Cottonwood Avenue using an unutilized portion of the Friendship Park property. This is the first phase and only includes drainage improvements such as basin excavation, storm drain installation, and drainage structures.

The drainage basin also has many other potential future uses. After coordination with Health and Human Services, it is intended to convert this drainage basin into a “multi-use” basin. This would involve constructing a small parking lot, irrigation, landscaping, and a path for future recreational uses.
Additionally, a roughly $27 million dollar grant was recently awarded to the County for the West Linda area adding many additional miles of sidewalk, bike lanes, and drainage facilities; this project is expected to be constructed in 2027 and 2028. These improvements will also utilize the West Linda drainage basin to accommodate their drainage runoff. The proposed basin can also serve as a water quality basin to help meet storm water quality objectives.

Bids were received and opened by staff on September 5, 2023. The three lowest bids were received as shown:

Lund Construction Co. is the lowest, responsive, and responsible bidder for the combined additive and base bid at $2,468,363.50.

COMMITTEE ACTION:
The Land Use & Public Works Committee was bypassed as the project is urgent, the project is budgeted, and the request is routine in nature.

Any money not approved from the requested grant amendment will be covered by PLSP and Countywide traffic impact fees, as the dirt being removed will be used as fill dirt for the Plumas Lake Boulevard Interchange.
