Background
The Auditor-Controller issues warrants directing the Treasurer to issue payments on behalf of the County along with schools and special districts that hold money in the County Treasury. County policy establishes the timeframe in which these warrants may be presented to the Treasurer for payment. The current policy establishes that timeframe as “at least two years from the date of issuance.”
Discussion
Under the current policy, County issued warrants may be presented for payment at least two years after issuance (validity period). Additionally, and under certain circumstances, the payee can request a warrant presented after the validity period to be re-issued. The timeframe for reissuance is an additional two years, effectively making the warrant valid for four years.
The extended timeframe increases the County’s risk of fraud exposure significantly. The extended timeframe also increases the length of time staff need to track and account for allocated but unspent cash in the Treasury. This proposed reduction of the validity period (from two years to six months) will reduce the County’s exposure to fraud risk, allow for more timely processing of warrants, and bring County practices in line with financial industry standards and controls, including California Government Code Section 29802.
