Discuss, hear public comment and consider approval of Ordinance No. 21-01, authorizing the issuance and sale of industrial revenue bonds for the benefit of Buena Vista Energy Center, LLC (The "Company") to be entitled Otero County, New Mexico taxable industrial revenue bonds (Buena Vista Energy Center, LLC Project), Series 2021 (The "Bonds") in the maximum aggregate principal amount of $190,000,000 to provide funds to finance the acquisition, construction and equipping of solar photovoltaic electric generation and storage facilities for the purpose of generating and storing electricity. The ordinance provides for the payment of principal and interest on the bonds from lease payments to be paid by the company to the County and provides for the execution and delivery of an indenture, a lease agreement, a bond purchase agreement, the bonds, and other documents in connection with the issuance of the bonds and the project.

Request approval of grant agreement between Otero County and the Department of Finance and Administration, Local Government Division to purchase and equip Sheriff's Department fleet in the amount of $400,000.00.

Request approval to award a Professional Service Agreement to New Mexico Demographic Research, LLC (NMDR) for the amount of $22,000.00 plus all applicable taxes.
Discuss and consider a recent e-mail sent to Commissioner Griffin by Tammy Denney, a former finance department employee.
Request approval of Resolution #09-09-21/110-08 to adopt the 2023-2027 Infrastructure Capital Improvement Plan (ICIP).
Request appointment of a County Commission member to the Public Safety Answering Point Board.
Request approval of an agreement between New Mexico Coalition of Public Safety Officers and the County of Otero for 2021/2022.
Request approval of Resolution #09-09-21/110-10 establishing a moratorium on the operation of cannabis establishments within Otero County until the sooner of April 1, 2022 or the effective date of an ordinance regulating cannabis activities within the County.
